Should Putting Women on a Leash Be Legal?

I read the following story three years ago: Tasha Maltby, a goth woman, likes to be led around on a leash as if she were a pet dog. When she and her fiancé master tried to get on a bus, the driver wouldn't let them board, allegedly chastising them with "We don't let freaks and dogs like you on." 1
Interestingly, although they are not Muslims, they are on welfare and they feel they are being discriminated against, just like Muslims do. Perhaps if they (and Muslims) would act civilized and not suck on the government teat, people would treat them better.
But I digress. I personally believe that if one wants to be whipped and treated like a slave he or she should be allowed to, just not in public. We rightly make it a crime to urinate and defecate on a public street even though both are natural and perfectly normal bodily functions. The reason we do not want those things done in public is so that children do not see them as something acceptable in a public setting.
Certainly urinating in public does not harm anyone; however certain things should only be done out of view. Putting women on a leash, whipping them, chaining them up so that they can hardly breathe, even if the women themselves say they like it and permit it, should be done only in the privacy of one's home.
Ms Maltby was rightly refused entry on a bus. As I understand it, only service dogs should be allowed on public transportation. Unless her fiancé is blind, animals on a leash do not belong on buses.
She also said the following (tell me if this doesn't sound just like abused Muslim women who wear hijab): "It's my culture and my choice. It isn't hurting anyone."
Who cares if it's not hurting anyone? Children should not see this kind of display of a master/slave relationship - they should never get the idea that this kind of behavior, in public, is acceptable in civilized society.
God told Man to go forth and multiply. However, this direct command from God does not mean we can copulate in the city square. Even though it is part of our culture, even though it doesn't harm anyone.
The same goes for wearing the symbol of the Islamic oppression of women, the hijab. Muslim women can wear it in their home, but it is wrong for children to see this display of slavery and misogyny. Even if the women themselves say they like it and permit it.
Women on a leash in public? Women in a hijab in public? Whipping women in public? No, no, no - they should be illegal, even if the women consent. There are certain things children should not see.

Given that she describes herself as a human pet ? and is happy to walk around on a lead ? Tasha Maltby is used to odd looks and even odder remarks.
But nothing had prepared her for the reaction of the bus driver who allegedly told the self-styled Goth and her boyfriend: "We don't let freaks and dogs like you on."
Miss Maltby and her fiance Dani Graves were so angered they have complained to the bus company of being "victimised".
